"An Act prohibiting governmental entities, including municipalities           
and school districts, from restricting a person's free exercise of             
religion."                                                                     
                                                                               
and recommends it be replaced with:                                            
                                                                               
CS FOR HOUSE BILL NO. 387(HES)                                                
"An Act requiring governmental entities, including municipalities             
and school districts, to meet certain requirements before placing a            
substantial burden on a person's free exercise of religion."
